Brighton crest from yesteryear found in USA

Just got back from my little trip to North Carolina in the States and was wondering whether any of NSC's historians could help identify this Brighton crest. Stumbled across it in an 'British' pub in the posh mountain town of Blowing Rock. I got very excited, understandably. Anyone seen this crest before? The animals on it don't look like dolphins, certainly not seagulls...

It was a specifically British-themed pub, though. Had bitter poster / tankards / memorabilia all over the place, so I presumed it was to do with OUR Brighton...

Brighton Borough Council coat of arms.

They are dolphins and have since evolved into these.....
