When we was mayor he commissioned a report looking into those that had been illegal here for at least 5 years who had not committed serious criminal offences whilst being here.

Perhaps you can explain how his amnesty plans refers to ALL illegals. Are you seriously try to say ALL illegals have been here for at least 5 years (his first benchmark) and now at least been here for 15 years (his new benchmark) and none of them have ever been involved in serious criminal activity?
