The 25-year-old, who is the top scorer in League One with 13 goals this season, sat out the Pilgrims' away defeats by Bournemouth and Huddersfield in anticipation of the move.
However, the Royals have confirmed they are no longer interested in signing the former Southampton man following the results of Wright-Phillips' medical.
Director of football Nick Hammond told the club's official website: "We are disappointed as Bradley is a fantastic young man, but there are currently some medical issues that prevent us from completing the deal at this time.
"I would like to thank Plymouth Argyle for their very professional approach in these discussions."
Blackpool had also been interested in Wright-Phillips prior to Reading's bid and it remains to be seen if the Premier League club go back in for the forward.
