Because the stadium had to be seen to be being used to prevent it being called a waste of taxpayers money. So a deal, any deal had to be done with someone to take the heat off, at least for a while.

Unloading the stadium was always an issue whether it was Socialist or Tory decision making,

Usual boring platitudes were heard which are always given by countries and GB was no different. Along the lines of .... legacy... wonderful facilities for generations to come....more young people will play sport in coming years...

Actually stuck with a big stadium which nobody knew what to do with and no discernible increase in sporting participation in the target groups, legacy? Great Olympics but beyond that, not much.

Every city that hosts the Olympics has the same problem with what to do with the venues afterwards. And every city gets into financial trouble as a result.

The Olympics should have a permanent home in Athens to stop all this nonsense.

and thats the whole story right there. there was no other viable use for the stadium and compared to most other hosts, we've done pretty well. most are funded at large expense only to be bearly usable, some facilities simply become derelict. you could almost say West Ham have done London a favour by keeping it in use.

Yes, sadly there was that awkward requirement to bang on about 'legacy' in the bidding process, although the problem could probably have been solved by more money in the 'right places' - nudge, nudge, know what I mean?

Then we could have pulled it down and built several hundred much needed affordable council rented homes, with an infrastructure of schools, health centres and other facilities. Now, that would have been a legacy!
