However Uefa prohibited the partner clubs – Brighton and Union Saint-Gilloise; Villa and Vitória Guimarães; Toulouse and Milan – from exchanging players via sales or loans before the end of the summer transfer window next year.
The above is from an article from 2023, so that relates to this summer's transfer window.

Looks like a typical Brighton signing. The loan link to USG is just lazy journalism. As others have mentioned we can't because of the UEFA ban and there is no shortage of clubs who'd take him on loan if that's the route we go down (I reckon we'd more than likely let him stay at Genk on loan until January). 11 senior caps for Morocco already but likely to spend the summer with their U23s at the Olympic games, which would probably mean no pre-season here (if we wanted to take a look at him before deciding what to do).

We could if we don't qualify for Europe? I thought it was just because we were both in the same comp (or could have been?)

Nope the UEFA ban prevents any moves between us and USG until September 2024, which effectively means no transfers can take place until the January 2025 transfer window. The ban also covers moves between other co-owned clubs Aston Villa FC and Vitória Sport & AC Milan and Toulouse.

No. It only applies when clubs have qualified for European competition and changes have to made to the overall ownership/setup of the clubs concerned. In USG's case Tony Bloom reduced his share in the club to 25% (taking him below the UEFA limit of no-one owning more than 30% of a second club) and Alex Muzio increased his ownership to 75%.

When the ruling was made on Brighton and USG etc, Ineos didn't own any of Man Utd (and Nice hadn't qualified for European football this season either). If they both get into Europe then UEFA will have to make a ruling and it will depend on how much Ineos own of Man Utd as to what the ruling may be, it's currently below the 30% limit though.

The same applies to City and Girona who both look like they will be in the Champions League next season (City Football Group currently own about 47% of Girona so would need to reduce that shareholding).

I am sure there will be some legal wranglings as it's United and City involved, but I fully expect Tony to have his eye on the outcome and take legal advice if they are treated any differently (The same goes for the owners of Villa and AC Milan etc who are also effected by the same ruling as us).

As a side note Premier League clubs took a vote in the autumn to ban transfers between co-owned clubs for the January transfer window with a view to then discussing a permanent ban from the upcoming Summer window onwards. Brighton voted in favour of the ban but it didn't get the required support so wasn't implemented.

I agree that Wharton looks great though. Wasted on them up the road.
