Yeah absolutely.
United's net spend of £120m per season is within the revenue levels of most premier league teams.

I think our big 6 have averaged between £210m per season to £250m per season on top of the transfer net spend.
Of course Man City are under investigation on some of the ways they recorded salary spend.

More nuanced and relevant than that, @El Presidente and his peers rank clubs on a combination of annual payroll costs and fees amortisation. Transfer fees are an important measure, they include the escalating fees being paid to agents by clubs.
