Can public sector workers not be 'the ordinary person on the street' then? That rules out a good 17% or more of the working population from being ordinary.

They’d can be, are are, ordinary people on the street. But they are also exposed to
crackpot ideas like this far more than those who are not in the public sector. This extra exposure, in my view, can make them far more accepting of things like this than those who have a less agreeable response to constantly being told that those in authority know best.
