Didn't someone do a spreadsheet on this offer last year to show how you could bet on every horse and not lose any money? You don't win anything either........

Correct. So basically the each way bit of your bet is free. You get the money back after the race. If you win you don't get your money back - but you win.
EDIT - Looks like you do get your money back even if you do win.
