The planning process doesn't rule out imposing such costs on a developer. And it's perfectly possible to run a residents' parking scheme where restrictions are only in place from, say, 1.00pm to 6.00pm (or 6.00pm to 11.00pm) on event days. The rest of the time, parking can be unrestricted.

It will be interesting to see what happens. As I said, there'd have to be a mass of people parking on Saturdays to have an impact - weekdays are a different matter though, there are far fewer parking spaces available then.

Local authorities of Bolton, Derby, Southampton, etc, etc, did everything possible to help their clubs move.

As did ours. I don't think anybody could have complaints about B&H Council.

Because there were a few but key enemies of the Albion and/or Football, the Club had to spend £m's just proving the road, rail, park'n'ride, lack of impact assessments, all worked, before getting planning permission & Government approval on appeal.

Therefore, the infrastructure after it settles down, will work.

But he said there were grounds with poorer transport links. Southampton is practically in the city centre, the other two have mahoosive carparks.

That's good news but some of the conditions being applied, as were expected, present some challenges to get it ready for August 6. Without Bennetts Field the club can't comply with the stadium planning approval for minimum parking numbers on-site (1.5Km radius), I wonder what plan B is, do you know d'beepbeep - is it 650 more at Sussex Univ?

(ENGLAND) ORDER 2010
NOTICE OF PLANNING PERMISSION


In pursuance of their powers under the above-mentioned Act and Order, the Council
hereby notify you that it GRANTS PERMISSION for the following development.
Planning Application for Temporary change of use of land for car parking (up to
650 spaces) for outdoor events at the American Express Community Stadium (to
be used no more than 50 times per year)
At Land East Of American Express Community Stadium Village Way Falmer East
Sussex
PARISH: Falmerto be carried out in accordance with Plan and Application No. LW/11/0466 submitted to
the Council on 13 April 2011.

By virtue of Section 91 of the Town and Country Planning Act 1990, the development to
which this permission relates shall be begun not later than the expiration of THREE
YEARS beginning with the date on which this permission is granted.

The application is subject to the following conditions:

1. The car park hereby approved, including all engineering works involved in the
formation of the car park, shall be authorised by this permission until 30 June 2014 only.
The site shall thereafter be reinstated to agricultural land, in accordance with the
'Restoration to Agriculture, Methodology and Aftercare' report prepared by R A
Davidson (Reading Agricultural Consultants) and dated April 2011 as submitted with the
application. The reinstatement of the site shall be carried out in accordance with a
timetable submitted to and agreed with the Local Planning Authority prior to 30 June
2014.
Reason: The development is of a temporary nature and is only approved to meet the
short term needs of the applicant. Reinstatement of the land is in the landscape
interests of the area, having regard to Policy ST3 of the Lewes District Local Plan.

2. Prior to commencement of the development, details of alterations to the Village
Way signalised junction shall be provided and approved by the local planning authority
(in consultation with the Highway Authority). The details shall provide for separate
phases for the Village Way and Park Street arms, to include a controlled pedestrian
phase across the B2123 working at the same time as the Village Way 'green' phase.
These works shall be completed within a timescale to be agreed with the Local Planning
Authority (in liaison with the Highway Authority, East Sussex County Council).
Reason: To help relieve potential traffic congestion arising from the car park, having
regard to Policy ST3 of the Lewes District Local Plan.

3. Prior to the commencement of development, details of the removal of the existing
pedestrian refuge within the B2123 right turn lane shall be submitted to and approved by
the Local Planning Authority (in consultation with the Highway Authority) and such
works shall be implemented prior to the car park being brought into use.
Reason: To help relieve potential traffic congestion arising from the car park, having
regard to Policy ST3 of the Lewes District Local Plan.

4. Prior to the commencement of development, details of a revised layout of the
B2123 northbound approach to the mini-roundabout on the southern side of the A27
shall be submitted to and approved by the Local Planning Authority (in consultation with
the Highway Authority) and such works shall be carried out prior to the car park being
brought into use.
Reason: To help relieve potential traffic congestion arising from the car park, having
regard to Policy ST3 of the Lewes District Local Plan.

5. Prior to the car park being brought into use, details of measures to ensure the
flow of traffic using the site is managed, in the interests of local traffic conditions, shall
be submitted to and approved by the Local Planning Authority. Traffic from the site shall
thereafter be managed on event days in accordance with the approved measures.
Reason: To help relieve potential traffic congestion arising from the car park, having
regard to Policy ST3 of the Lewes District Local Plan.

6. The car park hereby approved shall only be used on up to 50 event days per annum.
Reason: In the interests of local amenity in the area having regard to Policy ST3 of the
Lewes District Local Plan and to accord with the terms of condition 22 of planning
permission BH2008/02732 for the stadium development.

7. If, during development, contamination not previously identified is found to be
present at the site then no further development (unless otherwise agreed in writing with
the Local Planning Authority) shall be carried out until the developer has submitted, and
obtained written approval from the Local Planning Authority for, an amendment to the
remediation strategy detailing how this unsuspected contamination shall be dealt with.
Reason: To ensure that risks from land contamination to the future users of the land and
neighbouring land are minimised, together with those to controlled waters, property and
ecological systems, and to ensure that the development can be carried out safely
without unacceptable risks to workers, neighbours and other offsite receptors [in
accordance with Planning Policy Statement 23: Planning and Pollution Control - Annex
2: Development on Land Affected by contamination].

8. Details of any external lighting to be provided shall be submitted to and approved
by the Local Planning Authority prior to its installation. Implementation shall be carried
out in accordance with the approved plans.
Reason: To help safeguard against excessive light pollution, having regard to Policy
ST3 of the Lewes District Local Plan.

9. Development shall not begin until details of finished floor levels in relation to the
existing ground levels have been submitted to and approved by the Local Planning
Authority. The works shall then be carried out in accordance with these details.
Reason: In the interest of residential amenity and the character of the locality having
regard to Policy ST3 of the Lewes District Local Plan.

10. The trees around the east and north perimeter of the site (as shown on drawing
no., 05099/541) shall be protected in accordance with the submitted details during the
construction of the car park and thereafter retained in perpetuity unless otherwise
agreed in writing with the Local Planning Authority.
Reason: To help screen the approved car park, having regard to Policy ST3 of the
Lewes District Local Plan.

Summary of reasons for decision and any relevant Development plan policies/proposals
It is considered that the proposal meets the aims and objectives of Local Plan Policy
and respects the character of the location, complying with Policy ST3 of the Lewes
District Local Plan.

From my understanding a lot of the pre commencement/prior to use conditions have already been dealt with and the club are confident it will be ready on time.

Good. I guess the Racecourse P&R should breeze through on the 29th so we might expect details of all the match day traffic/travel management stuff to be announced/distributed in early July.

I thought a waste recycling station was earmarked for that site ?

I was joking. Hey even a waste recycling station would have a car park to be sold on match days? Maybe even fit a pub there? (I'm joking again)

I took a practise walk along the Lewes Road from Sainsburys, past Mitras House as far as Falmer Station a few weeks back, did it in 55 minutes whilst pushing a toddler in a buggy (toddler not essential for match day) so walking isnt that bad. Mind you it was a sunny day. Wouldnt fancy it so much in the rain or after an evening game. But if you are reasonably fit and can walk in a straight line (not pissed) its an option if you are really fed up waiting for a bus or train at the ground.

Also helps if you live or park near Mithras House. Not much use otherwise, sorry.
 


Who owns Woollards Field as someone could make a few quid if they opened that up for parking at £10 a go.
The answer, rather surprisingly, is East Sussex County Council. The development that is planned for the site is a new Record Office that will house the enormous collection of historic (and more recent) public records that are held by East Sussex and Brighton & Hove Councils. Woollards Field is also the site of the 'balancing pond' that deals with rainwater drainage off the Brighton Bypass and other roads in the area.

In 1997, when ESCC gave up being the highway authority for Brighton & Hove, this was land that would normally have transferred to the new City Council. It didn't - for reasons that hardly anyone understands. The exception is Roz, who was Local Government Re-organisation Officer in the ESCC Highways and Transportation Department at the time. Ask her nicely and she might explain why ESCC are still the owners. But, beware ... it's a VERY boring story.
