Why didn't VAR pick that up post goal?

Because it's a decision based on an opinion, rather than clear fact like offside. If they had scored, it would have to be a clear and obvious error to overturn it. So if they think it's a foul, they have to give it. However, it wasn't IMO and may have cost Japan big time.
