The fence argument is a complete non-starter. You couldn't build one big enough to deter someone who really wants to kill themselves, plus the cliffs have a very long edge that you could never seal off completely. Plus the erosion happens at the rate of several centimetres a year and sometimes whole chunks slip away (beware thrill seekers).

Many of the deaths recorded at Beachy Head are not classified as suicide purely because nobody can say beyond doubt in some cases if the person deliberately jumped, or slipped, or was carried off by a gust of wind. Some of the more excitable characters in Eastbourne do tell of an "evil presence" that may be luring innocents to their deaths ...
