This. We use this for kayaking with the kids. The water is flat there as it's in the 'dead end' meanders. Car park is adjacent, although you do have to pay. Ice cream van normally there too for refreshments!

Park up at The Amsterdam , Shoreham By Sea, stroll the few metres to the river.
Boating lake at Arundel would be another option.

I've also taken the kids kayaking there. It's very safe and the scenery is lovely.

Probably ideal for what the OP wants if they can get there early and get a parking spot right up the end by the slip way. That car park does get exceptionally busy this time of year.

Please do not allow your dog to swim in widewater lagoon. There are signs everywhere pointing out it is a nature reserve and that dogs should be kept on leads.
It is a regular stop off for migrating birds so under no circumstances should dogs be swimming in it.

A possibility might be the beach by the Cooden Beach Hotel. You can park right by the beach, and though it is a pebble, it is not very far at all until you reach sand at low tide. Can you carry him what would be few metres? Is your dog a lab, as mine too loves water, and it is great to see him in the sea, which he adores.

Another option could be Arlington Reservoir.

Unfortunately not, dogs are not allowed to swim in the reservoir, they have to be on a lead to walk around it.
