Well no actually. There is some fantastic graffiti in Brighton and some brilliant street artists. They don't get arrested and neither should they. It brightens up the city and adds vibrancy.

Graffiti is art.

"Tagging" on the other hand is vandalism and taggers should get nicked. (A "tagger" is usually a child with no artistic talent who just spray their names or initials anywhere (and often over the top of real street art)).

I met the team out looking for the shit tagger “Born BN1” the other night.

That’s rightly who they are after, as you say. Not graffiti artists.
