[Help] Bank Holiday DIY...

How do I remove this old fitting when the nut underneath won't turn? I can't grip the round bit on top tight enough with pliers to hold it. Have tried WD4O on nut.
Advice very welcome as replacement seat arriving tomorrow.

I think my hacksaw is blunt. Should it be able to cut through metal?

Sometimes it’s a simple as turning it in a tightening direction a couple of times and then unscrewing normally. This can be enough to loosen tough bolts.

Thanks very much for advice so far.
Update is that I am the proud owner of a new junior hacksaw. I'm not sure it is any better than the one I already had as I think I misunderstood how sharp they are meant to be.
Point now is that it is actually impossible to cut through the bolt as not enough of it is available due to tightness of fitting. The only bit I can get to at all is very think and I can't saw properly anyway due to contour of toilet bowl.
If I could cut through the thinner rectangular piece on top that would free it but but that also is impossible due to its position..
Any further suggestions?
