I use Paint Shop Pro and mine is pixelated.

When you resize, set the "Resample Using.." to Smart Size. You may also need to increase your colour depth of your image beforehand (image...increase colour depth)

It is - once you've used it once. Sometime you need to sharpen the image as the smart size can sometimes soften the image a lot.
