In answer to your question:

Because he mistakenly believed he was innocent.

Seems like a nice thief though. Very polite!
I wonder at what point over the last 20 years he decided he was innocent?

I think there is a part of it that has to do with him thinking 'his friends' in the Tory Party would make sure he was not found guilty. He hoped his investment in the Party back in the Polly Peck days would save him. How wrong he was!

Perhaps his conscience made him?
My conscience makes me do a lot of things, 10 years jail time (after I've made the decision I have no conscience) wouldn't be one of them.

Must have believed the coalition government would ensure he was cleared in any court case ?

Perhaps he could fake an illness like one of the Guinness Four who to this day the is only person in medical history to be cured of Alzheimer's Disease

I doubt that. There was never a chance in hell he'd be found not guilty, and the government could not have done anything about it. I don't know why he would come back after all this time, maybe he had to come back here for some reason - I presume he'll only serve 5 years though, he's 71 now, so he'll be a free man at 76 and presumably still rich.
