There is nothing to stop an even number card having a vowel on the other side or a consonant having an even number on the other side

Of course it does. What if there's a vowel on the other side of K?No, you have to turn over 7 because if it has a vowel on the other side then the rule has not been followed. A and 7, I reckon. It doesn't matter what is on the other side of the middle two.
