I was wondering if it's something to do with the snow. It seems to be piled up on anything - washing line, fences, leaves - and sticking to windows and walls. So I assume it's the sort of snow that sticks to power lines too? It has been quite windy - does heavy, snowy powerlines swinging about in the wind make the lights flutter? We've been getting this all night in T Wells - to the point where we went looking for torches/candles etc.
