Who has actually claimed that Potter is listening to advice from NSC ? That’s your interpretation. Most simply pointed out the deficiencies and hoped someone able to address them would do so ie the manager. He has done so. How do you find division from that ?

I don't think anyone believes that it is actually their advice, or the collective advice of NSC Potter sceptics he is following, but many seem to be claiming the results have come by the actions they have claimed would lead to better results, being taken. For me, it is a bit galling to see some of those who maybe ought to be eating a little bit of humble pie, crowing that any success is all due to things they advocated being done, and could have been done earlier.
