Albion currently have two live planning applications before Brighton & Hove City Council. It would be very helpful if Albion followers could register their support for these proposals, either by letter or, perhaps more easily, on line.

You don't have to live in the city to do this, but, as councillors may pay more attention to respondents from addresses within the city, it is important that residents of Brighton & Hove do make positive representations.

The two applications are:

  • BH2008/00379
    Withdean Stadium - extension of use by BHAFC to 2011, additional staff building, extension to Study Support Centre.
  • BH2008/00565
    Stanmer Park road - widening and improvement of the single-track access road from the A270 Lewes Road to the entrance to Stanmer Park.

To make a representation, go to the Brighton & Hove City Council website. Choose "Planning" from the Quick Links on the left-hand side, then "Register of Planning Applications" from the links on the left-hand side.

You must then accept the terms and conditions and "Continue" to the searchable database. Cut and paste the application numbers above into the "Application Number" field, and click "Search".

This will take you to the summary of the application. Click "Details" to get to the nitty-gritty. Here you can examine all the plans and documents submitted, and, importantly, make a representation by clicking "Make a Comment".

Enter your contact details and make sure you select the second option to "Inform the Authority that you do not object to the Planning Application" before adding your comments.

You might as well get used to this procedure – there’ll be a few more times yet before things are done!

You should make your comments on the two applications above in your own style, but here are some points you may wish to make:

Withdean Stadium:
  • Extra time is needed while the Community Stadium, which has now been given planning permission by the Secretary of State, is constructed. Although the Community Stadium is scheduled to open in 2010, a period up to 2011 is sought because of the need for reinstatement/legacy works and in case of any over-running at Falmer.
  • The Study Support Centre, the most successful facility of its kind in the country, plays an important role in reducing social exclusion by helping people of all ages learn new skills and gain qualifications. The small extension to the Study Support Centre will accommodate the increasing demand for these courses, while the provision of a new admin office for the staff will benefit both staff and students, including those using wheelchairs. The buildings will be in the same style as the existing buildings.
  • Because the Study Support Centre brings, and the Community Stadium will bring, great benefits to the city, this development is in the city's interests.
Stanmer Park road:
  • The improved road is an important element of the infrastructure required for the Community Stadium (which has been granted planning permission by the Secretary of State for its benefits to the city and beyond). It will improve access to the University of Sussex and also benefit the users of Stanmer Park.
  • Changes to the landscaping of the immediate area will be minimal. No fence lines or trees will be affected.
  • It is in the interests of the city to see the Community Stadium operating and the University of Sussex flourishing. Therefore, it is in the interests of the city to see this road improved and this application passed.

However, if "The improved road is an important element of the infrastructure required for the Community Stadium ", why on earth wasn't it part of that application in order to ensure that we don't get the Falmer massive trying to hijack this small element and putting a spanner in the works?

It was included in the original Stadium application. The Stanmer Park Link Road has been approved in principle already.

Condition 34 of the planning permission for the Stadium reads as follows:-

34. The Stadium shall not be brought into use unless and until:
a. The Link Road between Stanmer Park Road and the University of Sussex as shown on Plan No. HED/307.VWN.PP.002.REV B has been constructed in accordance with the said plan and brought into use;
b. The Link Road shall thereafter be available at all times to provide vehicular access and egress to the University of Sussex;
c. The existing access to the University of Sussex from the A27 to Falmer House Road shall thereafter be closed to all vehicular traffic except emergency vehicles, in the manner detailed at (iv).
d. Vehicular access to the development and the University of Brighton from the westbound A27 on slip shall be restricted to emergency vehicles by a locked gate or demountable bollards.
e. Prior to the commencement of works on the link road detailed plans/drawings showing the proposed construction details of the proposed link road, closure of Falmer House Road and all associated works including surfacing materials shall be submitted and approved in writing by the Local Planning Authority and the Highways Agency.


What is happening now is that the detailed design of the Link Road is being finalised. This involves some changes to the original design that need planning permission. It's a tidying-up exercise, not a new element in the overall scheme.
