Why cant it be healthy? Means English talent gets the chance to devolp instead of being sat in the reserves.

Fair enough. But if you don't want English players to rest on their laurels, letting them rest on their laurels wouldn't seem like a sound first step.

As I stated earlier, the Italian national side was affected a few decades back for exactly what is happening in the premiership.
So they did take the action to limit foreigners and their record since then cannot be questioned.

We had no foreigners in the 70s so presumably we were world-beaters!

Oh.

The argument is (and I don't necessarily agree with it) that very good players (Cantona, Zola, etc) raise the game while average foreign players keep English players out of the Premier League.

I think the problem is deeper than that and we need to produce better kids to be accepted in academies then onwards to top sides.

That's true, but it's not what's happening.

There are instances of kids becoming decent players (West Ham's academy, for instance - look what that has produced) and in a position to move on, but outside influences (Korean players having to play to open up Far Eastern markets for that club), pressure on the manager because he has bought cheap rubbish and now has to use it, and sometimes blind ignorance will dictate English lads don't get a chance - because they're English, and the Premiership is, well, cosmopolitan.

Then they get paid silly money, and all ambition dies with it.

I know what you are saying but shouldn't the young English players be raising the game to meet the challenge?
