The Guisseppe Meazza is a superb stadium, it has a far larger capacity than this design too. Maybe AC are trying to follow the route The Old Lady took with building a smaller, intimate stadium that will always be full and rocking.

Funny, when Milan were winning everything at the start of the 1990s, they had 70,000 season ticket holders. Even Inter only used to get two thirds of their end for the Milan Derby. They really have fallen some way, as has the whole of Serie A by the sound of things.

The premier league will go the same way, it's only a matter of time

Most of it is quite old, it's too big for them and they don't own it any more.

Exactly this, the majority of stadiums in Italy were built for the world cup 25 years ago and are owned by the local authorities with the clubs renting them but policed run by the LA. The FIGC want to follow the British model of clubs owning and running their stadia.
