That seems to be around the "mark". I very much doubt Keegan would have wanted £1m a year in 1980. Not even sure the gross income of the club was as high as that. Some of these stories grow taller with the telling. According to the PFA history, only eight players in Division One were earning £50,000 a year at that time. I think I once read he was on an annual £100k at Hamburg before endorsements.
