No, not faked. That IS the building of the Empire State Building.
It was the Rockefeller Centre. It wasn't 'faked' as such - in that it was indeed workmen sitting on a beam high above the ground. But it was 'staged' in that they didn't normally sit there and have their lunch - but did so for three photographers who also took other photos of men sleeping / walking on the beams and so on.

So, staged yes - but still Iconic.

The Cartier Bresson mention earlier is interesting as well - because his initial 'decisive moment' pictures were re-takes. Again, iconic, but staged. But not faked as we think of the meaning today.
