There is plenty of money, it's just in the wrong places.
The reality is that the government and the people who it serves would love to see the NHS privatised, so underfunding it to make it seem unsustainable it is a conniving way to achieve that goal.

Reduce the dependency of the NHS on agency staff and use the savings to nurture the staff that the NHS employs directly.
