It doesn't mean anything. They got their name because Jonathan King had a dream that a band he'd signed got to number one in the US and the UK simultaneously. As the name of the band was 10cc, King decided that the Manchester band he'd just signed should have that name. Both King and band's guitarist have confirmed that story.

If you're thinking about the name referring to the amount of semen in an ejaculation, that's an urban myth. Besides, the amount of jizz in an average spurt is about 3cc.
