The delay is so the ODPM can make it look like everyone, the club and the Falmer residents are winners.
This Government dont like to be seen as bad in anyones eyes so somewhere in whitehall some £50k a year civil servant is drafting an announcement which is 'spun' contains only good news for all parties that will be checked by about 5 other civil servants before fatty reads it and approves it - and its announced.

It will be redrafted and redrafted by the Special Advisers until they think it looks right for the Minister. £50k a year? Not likely, unless you are a Grade 7 or above (middle management level). First drafts will have been done by people on much less than that.
