You've misread that. It says "prior to the day of the match".

This. Just wait for the email with the ticket download link and forward that email on to the person going instead so they can download it.

That wasn't in place when all those stupid long Chelsea contracts got signed. It was all those 7 year contracts that made EUFA bring the rule in but it's not been retrospectively applied.
