There is never going to be a salary cap, I think they tried to introduce it in league 2 and it was ruled illegal. What you could and should have is a maximum % against total revenue. 75% would then leave the clubs to decide on how much to pay each player. This wont ever happen either...
Any punishment hurts the fans, there is no way to avoid this. Perhaps it will then make more fans protest against their owners.
However it is understandably very difficult for fans to have a voice when most owners are pumping in millions each season to keep the club afloat and competitive.
Nothing will happen soon and then it will be slowly forgotten due to the season ending, the Euros and a new season in front of fans, at which point there will be minor punishments, probably overturned on appeal.
