Can't comment on underground, I'm strictly an overground type of guy. I would imagine you are correct, although for the arriving in London after 10am, it isn't going to make a whole lot of difference.
I do this trip every other day from Portslade. The 8.48 to Victoria gets in a 10.01 and is the earliest off-peak train. You can change at Hassocks for the FCC to London Bridge which gets in a 10.04.
You can't use any Railcards for journeys departing before 10am.
