Not necessarily. It can be returned with conditions (neutering, muzzled in public, insured) if the dog is assessed as not dangerous in itself, and the owner is fit and proper.

Presumably the point is that he is not contracted to Basingstoke so why should they be compensated? How would you determine who to pay if someone has no contract? Every club they have ever been coached by?
The other word that is missing, but is often used in discussions is "proximity". I don't see why having your arm in an unnatural position but close to a player is OK. You could go in close and spread your arms like a goalkeeper and say "proximity" means it's not handball

As long as you applied for them. I didn't realise Cambridge was all ticket for away fans until I got to the turnstiles. I've been to about 80 of the then grounds, including all of the Division 3 ones but that's not surprising as I went to most games of that very memorable season.
