That’s a good testimony from someone who would know. Admittedly, this is in context of his time at Liverpool, but I don’t remember Jimmy ever jumping out of a tackle while playing for the Albion.
I doubt if Robson ever played against Tank.

Difficult one for the different generations. The actual ones watched:

70s - Paul Clark (including that goal @ Orient Dec 77
80s - Jimmy Case (including those goals during the cup run)
90s - Jimmy Case
00s - Danny Cullip
10s - AEA
20s - Milner

Overall - Clarky & Case were proper old school hard cases. Jimmy more famous and dirtier but Paul Clark was an unbelievably ferocious tackler; hard in ANY era.
