Genuine question, IF Man City were demoted to the Championship as punishment, would one less team be relegated from the Prem or would one extra team be promoted from the Championship to keep the PL with 20 clubs?
I suspect that any relegation would be as a result of a points deduction, not an additional relegation. The EFL and PL are different entities so they can't mandate an extra relegation into the league below. If they're relegated, it would be part of the traditional 3 slots and on -50 points. It's why the likely relegation could only be as far as the Championship and no lower, unless the EFL also apply an additional points deduction

He explained that Everton and forest were minor infractions, but City was regarded as major, especially the abject failure to follow Premier league rules and treating the PL with contempt.

I guess the lad is in the position, where any number of clubs are interested in him, all but 1 of them have no prospect of being in the lower leagues for a season or two.

In my (ok, disturbed) mind it's like you could pick out anyone from the beauty pageant, but girl 5 may or may not have the clap. You go for one of the others right?

Not entirely sure but when Juventus got relegated in 06, Messina avoided the drop.

So maybe just two teams get relegated + City?

Isn’t it the case that they can’t simply be relegated? They can have a huge points deduction but the EFL is an entirely different body. That’s what I thought…

I get all of this except the EFL have to accept them. Surely there is some legal contract between PL and EFL that says that 3 clubs go down and 3 go up, whomever they may be... Also, why would the EFL not accept the mighty Man Citeh?

I would have thought the three up three down arrangement must be based on a formal, legally binding agreement, yes. What might be more interesting (in more ways than one) would be if the Rangers model was to be followed. Scotland managed to do it - and it worked out pretty well; lots of smaller clubs benefitted hugely by having matches against the mighty 'Gers - and 'Gers fans had a few seasons of winning almost every week, not to mention interesting new grounds to visit.
Can't see why the EFL would want to object, so long as EFL teams got the promotions they would otherwise get.

I think the difference is that the EPL and EFL are different organisations, whereas the Scottish Leagues are all one organisation. So the EPL can relegate Citeh (via a points deduction), but it's then up to the EFL what they do with Man City.

Fair enough - but I still can't see why League 1 and 2 clubs wouldn't relish a season of lucrative and high profile matches with Manchester City.
