Sanction all of them, together with the rest of Dubai, if not the whole of the UAE.
There's a load of Russians in Dubai anyway. It will save time later.

I would like to know what the UAE's opinion is. Either they're on Ukraine's side, or the whole place should face sanctions. No point going after individual firms or a city, as they'll just move things around.

Here is UAE's position at the start of the war. (They picked the wrong side):

And lately, it wants to be seen in more of a neutral/broker position? (Not sure about the shadow fleet though. Maybe a bit more neutrality, and less shadow fleet?)

Sanction the entire country unless they remove the fleet

'Dubai firms own 55 vessels in Russian shadow fleet'.

The 55 are just the ones the Finns have identified. Not the ones the Russians/Dubai authorities have disguised/renamed etc.

Dubai/UAE knew exactly what it was doing.

The whole country should indeed be sanctioned.

Why? Wasn't China threatened with sanctions if they helped Russia with certain things?
In many ways, the UAE are quite a soft target, we don’t rely on them for oil in the same way as, for example, Saudi, and if we start making things too difficult for the large number of westerners out there then things could change quickly as they’re hugely valuable to the UAE economy
