And banned for only 13 years. This man has proved he is not fit to drive a car. If I fired a shotgun into a crowd and killed someone, would I get a gun licence again?

Trying to imagine myself in the parents' position, I think it would be quite possible for the tears to be both for the victims and for a son who was going to prison for 13 years; I'd hate what he'd done, but he'd still be a son that I loved.
Another senseless loss of life, just so they can show off.

Needless. Several families destroyed forever.
Up to age 24, perhaps there should be restrictions such as number of passengers you can carry (especially at night), power of car driven?

How do you police that though? It’s also against the law to drive at 100mph anywhere let alone through a village, and also kill 3 human beings. But he did both.
It would be the law. The same with seat belts. Everyone would be told in taking the driving test.
Loss of licence for breaking the law.
Maybe start by doing the same restriction for cars as they do motorbikes. Motorbikes are restricted by BHP depending on age and experience.
It's a restricted license not whether mum or dad can stump up for insurance.
Probably would not have made a difference though, unfortunately the guy was acting a tit and even in a small powered car would have had the same impact.

What really needed to happen was his 3 mates to have told him to stop driving like a dick. Didn’t happen and probably will never by association. It’s tragic for all concerned and you can legislate much more but it will never stop this sort of behaviour behind the wheel. Another there for but the grace of god for all of us reallly

Sorry but that is penalising the many because of the arrogance of the few. My daughter is at Uni and has her car there. She plays football, and she along with a few others ferry the team to matches. She drives sensibly. If she, and others of her age were prevented from giving lifts that would probably make transport to away games too exorbitant. Every driver, old and young, inexperience and those having driven for decades should have black boxes in the cars. Also, in and ideal world, people would be retested periodically.
In this particularly case, he was breaking the law on many fronts. What makes people think by changing the law to limit numbers of passengers would suddenly make people like this observe the law? In this case, the driver is ultimately responsible but his passengers were also complicit in their own demise as they were in the car using laughing gas as well. They didn't expect to pay with their lives but that was the ultimate risk they took.
Sad on all fronts but don't use a hammer to crack a nut.
And those willing to break the law will derestrict the cars.
