There is nothing in the laws about 'delaying' a throw-in. There is a specific offence about deliberately preventing a quick free-kick. The two things are hugely different.Just wanted to check something for clarity as I haven't seen it discussed.

I honestly think, as odd as it sounds, if rice stands up there instead of bringing attention to it, the ref may not have felt he has to make some sort of instant panicky decision.They both absolutely knew what they were doing.
