No.
Given 6 of these players were in the team yesterday that failed to beat a rotated Crawley side, and the fact that we have about a million first team players, I would be really quite angry if this is the team we put out.

You may be thinking of the League Trophy rules, which specifies that the EFL clubs can only rotate their teams a certain amount.
There is actually a stipulation in the League Cup rules, but it's less prescriptive:
"Each Club shall play its full available strength in and during all Competition Matches, unless some satisfactory reason is given. The Management Committee may from time to time issue a policy as to what constitutes ‘full available strength’. "

Here is an excellent analysis of why Crawley are good enough to be playing us next week.

It doesn’t make the point explicitly but in footballing terms Crawley are a mini Brighton. They are totally committed to playing out from the back even if it leads to mistakes and goals conceded, they back themselves to do it better next time. Also, their data methods of finding players from unlikely places is drawing envy and admiration from peer clubs.
All this seems a far cry from a couple of years ago when many reputable observers of British football branded Crawley a laughing stock because they were taken over by a consortium who were branded crypto cowboys. There was a bit of prejudice there though. Yes crypto attracts a huge number of scammers and chancers - but it also attracts intelligent and ambitious people too. That these Americans turned themselves into smart operators in British lower league football in very little time I think puts the owners Wagmi into the latter category

I think that’s the biggest assumption you’ve ever posted on here!
Players in bold are up to their eyeballs in loan rumours and the players in italics could well be sold by the time we play Crawley.
Then there are the rumours flying around about Ferdi, O’Riley, Hummels and Boscagli.
Certainly the hardest line-up to predict since the days of Potter.
