this Turkish journalist (1.3m followers) - who has been pretty good reporting this over the last week - says its just a medical to be arranged. in line with the reporting by Romano and Florian Plettenberg .

there's no such thing as "AS Marca" - there's a Turkish fan/journalist who goes under that name on Twitter with 33K followers with no track record here in terms of reporting transfers. .And then There's spanish site/paper/brand - Marca.com . with 7m followers on their Twitter account which is mostly dominated by last nights Super Cup and not Brighton's transfer activity.
Other thing is .... The board or even one board member are hardly likely to go to turkey to seal a transfer deal !!

Both As and Marca are mostly covering Real Madrid and Atletico. I doubt they would have any reliable informations about a Turkish player linked with a move to the Premier League.
IIRC Atleti were interested in Kadiouglu months ago but nothing serious and he's clearly not their priority now. They've probably run out of money after signing Julian Alvarez, Sorloth and Le Normand. They are still trying to close the deal with Chelsea for Gallagher and sending Joao Felix the other way. And then figure out what to do with Samu Omorodion who was supposed to go to Chelsea but deal collapsed. They are also looking for another CB, reports today suggest they're negotiating with Barcelona for Lenglet.
