Stamford Bridge- if you're having 2 in london then emirates is better
Anfield
Emirates
St James'
Olympic Stadium- is being downgraded after olympics, plus only 1, maximum 2 in london
Elland Road- run down, would need a lot of improvement to be suitable for a WC
Villa Park
Goodison Park- can only have one in liverpool
City of Manchester Stadium- ditto liverpool
Hillsborough (39,000, so could be ok for it)
Stadium of Light- bit dodgy as it would mean 2 grounds in a fairly small area but might be ok

i would probably go for

Wembley
Emirates
Old Trafford
Liverpool (prob new liverpool ground)
Villa Park
St James'

as definites, and then:-

1 x Yorkshire (sheffield/leeds)
1 x other midlands (nottingham/derby/leicester)
1 x non london south east (upgrade southampton/portsmouth if they have a new ground)
1 x other (sunderland/bristol upgrade/another yorkshire etc)

as most of our good grounds are in clusters we'd need a fair bit of work doing to a fair amount of grounds in order to host it
