Yep, that's how I understood it too.
It's probably to discourage people from aiming to try and kill game with their cars. Deer are inclined to cross roads when they see the headlights, for some daft reason. It underlines the need to people to watch their speed on country roads. I have seen sheep wandering near blind bends, deer and other game making a break for the other side in headlights, and of course there are often horseriders on slender leafy lanes.

One time I had some bloke speeding up behind my car at around 60, heading into a bush and tree-lined 'L' bend. My car slowed him to 30, and he was looking miffed....until we turned the bend to find two rather large horses in our way. He'd have had one sitting in the car with him if he hadn't been slowed down!
Horses don't do well with broken bones - unfortunately a leg break mostly sees their life over - and a rider in those circumstances wouldn't fare so well either I don't think.
