Yes the Northern Irish athletes can be part of the GB squad as GB and northern Ireland. Alternatively many could also qualify to join the Ireland squad as many will have dual nationality. But as for football, they just dont have the players at the moment to make the squad.

Yep and Scotland didn't play in the football through choice.
