Pikeys have been pinching railway cable for years, Thay occasionaly get caught but most of the time they've gone before anyone gets there.

There's also a problem with the thieving bastards nicking catalytic converters from cars and vans because of the precious metal content. Cordless angle grinder/saw+2 minutes and you're missing your Cat. Vans and 4x4s are easy targets because it's easy to get under them. There definitely needs to be tougher regulations for scrap dealers.
