I want to create my own website, but don't know what site to use,

preferably I would like to not pay, I cannot write html and would like to maybe use Microsoft Front Page to create the site, then just upload the pages onto a site,

any suggestions?

Theres programs u can use which come free withthe hosting, the one i used is called soholaunch, u dont need to know html, www.kre-entertainment.co.uk is one of the sites i made with this program

I use Plus Net for my ISP and host. I prefer to use Dreamweaver, although this may be out your price range. If so coffecup do some good software.

www.greatnow.com is good for free hosting for a first site, or at least it used to be back in the day. once you've got it, best to get a referer address, possibly from www.cjb.net to save a stupidly long address

only trouble with free sites is the amount of sodding adverts

Using blogging software is often the easiest solution.

Just a personal homepage really, basically containing homepage, messageboard, and the ability to display video clips and sound clips, although these could easily be files for download from the site?

Use something like YouTube to host video files.

Then link from the blog.

You can upload small files direct to the blog, I think.
