Trouble is it's been like that for a year or more. They stopped building it when the recession hit the Spanish building industry hard. Now they're twinned with us I suspect it'll be finished as soon as - probably with mobile Harveys bars in the concourses too.

Apparently a deal has been struck with Bankia to get the finance into place to finish it - Wikipedia says within 2 years. Though whether or not this takes Bankia's recent problems into account, I don't know.
