No, the system is designed to simply keep the soil above it's freezing point. It will still feel very cold, but not cold enough for water molecules to crystalize into frost or ice. It would probably feel the same as if you laid down on some grass today.

How exactly are you planning on "seeing it in operation"? It's not going to jump up and sing you a song. In fact it will be similar to sitting at home and watching your radiator warm up during the winter.
