Where's the cut off station, ie the nearest one to Victoria that doesn't incur this mysterious London premium? Is that Croydon?

I beleive its the main stations that charge an idiot tax, Victoria, London Bridge, the monopoly stations. Its a form of Peak load pricing, Battersea should be less.
