i dont know where the "9 million hits" has come from, but i've just heard that the reason the site appeared down was they f***ed up the rollout, with DNS/url details not released to those running the IT systems, even as late as yesturday lunch time there was confusion as to what was supposed to be released and when. basically, civil servants got in the way of techies.
