Pretty much.

It seems that most teams that lose pick up around 3-5 points overall. If we score 3 all Lancashire need is a draw with maximum bonus points and the title is theirs.

If we draw with maximum points (12) - Lancashire can only afford to drop one point otherwise we are the Champions.

BAD idea. If he thinks lots of teams aren't playing for anything NOW then what did he think before with just one division and no promotion or relegation.

A bad idea. How can that be a logical reason? If you had one division, there would be LOADS of teams stuck in mid-table with nothing to play for. With two divisions, at least there are TWO lots of title races, and two relegation battles.
