Some time ago on here all someone else had a problem and I advised him to phone EBay and ask for their assistance. This he did, the buyer had previous form for scams and they found in the sellers favour. You can find the telephone number in Contact Us although you have to poke about a bit to get it. Make sure you have all the information to hand.
