Assuming what is being built at the base of the east stand is the perimeter wall between the pitch and the stand, the pitch seems to be a lot higher then the bottom of the stand. has a lot more excavating got to be done to the pitch area, assuming top soil will have to be laid before the pitch?

The pitch area has been overlaid with hardcore etc to make a working area for the cranes working on the stands. When the main heavy work is finished, that top level will be removed and the pitch laid in its final position.
